These three cities registered almost 80% of the additional tourist nights. Other cities like Fez (central), Ouarzazate (south), Essaouira (south), Rabat and Tangier (north) also witnessed a substantial increase in terms of tourist nights.&lt;br&gt;&lt;br&gt;    The British, French and German markets contribute with 63% to this increase. &lt;br&gt;&lt;br&gt;    The Department also notes that only the Belgian and Arab markets posted a decline in terms of tourist nights during the same period.  &lt;br&gt;&lt;br&gt;    Morocco has worked out an ambitious strategy, dubbed "Vision 2010", which aspires to attract 10 million tourists by 2010. This was my 14th time to Morocco but 13 of those have been to Saidia so it was an experience for myself as well as the client.&lt;/P&gt;&lt;P&gt;Please find below full details of the day just encase any of you are planing a trip by yourself.&lt;/P&gt;&lt;P&gt;Saturday the 23rd of September&lt;/P&gt;&lt;P&gt;8:00am - Pick up client from Las Piramides hotel in Fuengirola and drive to Algeciras.&lt;/P&gt;&lt;P&gt;9:00am - Arrive at the port and and book 2 return tickets from Algerciras to Ceuta with Buquebus as foot passengers who currently have an offer on and it cost us 30€ return in total. You don't need to book in advance as there are ferries going every half an hour. If you want to book then the phone number from spain is 902 41 42 42 or check out &lt;A href="http://www.buquebus.es/"&gt;www.buquebus.es&lt;/A&gt;&lt;/P&gt;&lt;P&gt;10:00am - Board the ferry and set off for Ceuta. Very quick trip of about 45 minutes to an hour and also managed to spot some dolphin´s on the way over.&lt;/P&gt;&lt;P&gt;11:00am - Depart the port and head for the boarder. There were plenty of people about to offer you a lift or ride but the best thing to do is jump in a Taxi which will cost about 5 euros.&lt;/P&gt;&lt;P&gt;11:10am - Arrive at the boarder......now this is an experience for anyone who has never done this before and having had to do this at Melilla I had an idea of what to expect. It is a very busy place and to say that we stood out like a sore thumb would be an understatement. We were approached by a guy who offered to fill in our Fiche DÉmbarquement which is registration document that you have to fill in every time you go in and out of Morocco. He then expects about 200 Dirhams (20€) and takes it into the policeman to get you through the boarder quicker (10€ for him and 10€ for the policeman) Or the other option is to fill it out yourself which is quite simple and wait in the que which can take anywhere from half an hour to two hours depending on how busy it is.  &lt;/P&gt;&lt;P&gt;11.30am - Now we are through the boarder it becomes 9.30am local time as Morocco stays on GMT but to make it easier i will stick on Spanish time which is good to do as the ferry back is at 5.30pm Spanish time. We walk straight over to a Taxi rank and get ushered over to something that has just come last in the Whaky Races and we set of for the Hotel Sofitel in Marina Smir to meet Nora from Fadesa.(cost 10€ or 100dirhams)&lt;/P&gt;&lt;P&gt;11:30am - 11:45am - Our journey to the hotel gives us a good chance to take in the coastline and I am surprised at how green it is. It is very similar to the Estepona and Duquesa area in Spain with the beach to our left and rolling hills and mountains to our right. You can see that there is a lot happening along this coastline and the beaches look fantastic.&lt;/P&gt;&lt;P&gt;11:45am - Arrive at the Sofitel which is right on Marina Smir and is a 5 Star Hotel. Most of the hotels that we passed along the way were either 4 or 5 star. We are not meeting Nora until 12:30pm so we decided to walk down to the Marina which looks excellent. Very clean, some nice large boats and quite a few Restaurants and Bars around the port area. It is very quiet but that is probably down to the fact that it is only 9:45am and the main holiday season is now over although the hotel dinning room was very busy with people having their breakfast.&lt;BR&gt;From the beach on Marina Smir you can see all the way down to Marina Kabila and back towards Ceuta. The water is warm and crystal clear, the beaches seem to run as far as the eye can see and are very clean. I would say that they are far better than any i have seen on the Costa del Sol. the hotel is worth having a look at on the following link.&lt;/P&gt;&lt;P&gt;&lt;A href="http://www.sofitel.com/sofitel/fichehotel/gb/sof/thalassa/2959/fiche_hotel.shtml"&gt;&lt;FONT color=#3333dd&gt;http://www.sofitel.com/sofitel/fichehotel/gb/sof/thalassa/2959/fiche_hotel.shtml&lt;/FONT&gt;&lt;/A&gt;&lt;/P&gt;&lt;P&gt;12.30pm - Meet with Nora and head off to the Alkudia Smir plot. It takes about 5 minutes to get to the plot going back in the direction of Ceuta. The road in front of the plot was not that busy and there were police along the way with speed cameras. They are also putting in 2 bridges over the road so i don't see it as to much of a problem. Also with the new road that is going in from Tangiers to Tetuan that runs at the back of the plot and will give access to the resort it should ease traffic along this route but i don't know how busy it will be in the summer.&lt;/P&gt;&lt;P&gt;13:00am - The plot itself runs up to a point of about 30 meters above sea level and in my opinion AP1 and AP4 will be excellent plots on the development and are the only ones that might give a chance of getting a sea view as behind this the plot then dips back down into a small valley and then back up again as it reaches the back. As far as i could make out the villa plot they have released is the best villa plot within the development and should give sea views as well as views back towards Ceuta. Nora told us that they will be starting to clear the plot in October and will be putting in an onsite sales office. If you were stood on the plot at AP1 with the sea in front of you then to your right or as it would be south, south west, you will look out on an amazing view of flat green fields with small buildings and villages in the distance with rolling hills and mountains in the distance. I was also told that in the winter the mountains get a small covering of snow on the top of them. &lt;/P&gt;&lt;P&gt;From the beach in front you would be able to walk all the way to Marina Smir and then onto Marina Kabila and it took us about 5 minutes from Block 1 on AP1 to be stood by the waters edge. There is a hotel / apartment complex right on the beach to the west of AP1 and looks very clean and tidy.&lt;/P&gt;&lt;P&gt;14:00 We head off to Marina Kabila to have a look around and pass the developments of Sania Plage and Jawarah Smir. I think i have spelt Jawarah right but it is not a development that we dealt with. It looks very nice and is painted white and light blue finishing around the doorways and windows which is supposed to the same for Alkudia Smir. You can really see that this area is going to build up over the next few years as there are many areas both on the beach side and other side of the main road that are already being prepared for development. At the moment the main resorts and hotels are on the beach side but it has all the signs of expanding. If they keep the hight to 4 levels max with the exception of the Club Med hotel which is about 6 or 7 from memory then it has the potential to really boom as a tourist destination.&lt;/P&gt;&lt;P&gt;Halfway between Marina Smir and Marina Kabila there is a lagoon area and i found out that there are plans to put in a development in this area but probably not for some years yet. Marina Kabila was very quite but i expected that for the time of year.&lt;/P&gt;&lt;P&gt;14:30pm - We venture into Mdiq and say goodbye to Nora from Fadesa. have a very nice meal in a fish restaurant in the port. The service was excellent and we have a couple of soft drinks each, tapas, starters and main course which comes to about £12........yes thats £12&lt;/P&gt;&lt;P&gt;16:00pm - We head back to the boarder from Mdiq which takes about 20 minutes and costs about 10€ and head back to the port to catch the 17:30 ferry.&lt;/P&gt;&lt;P&gt;18:30pm - Arrive back in Algeciras and head back to Fuengirola.&lt;/P&gt;&lt;P&gt;20:00pm - Drop client back at the hotel.&lt;/P&gt;&lt;P&gt;I hope this gives you a better idea of the area and i must admit that i was very impressed. I spoke to my client this morning who is going ahead with his unit on Alkudia Smir, he told me that he had only one concern with his purchase and that was the area in front of the plot on the other side of the main road. He was worried that someone might come along and build on it. This initiative has been reinforced by the signature, on October 29, 2001 , of the Implementation Agreement of the Framework Agreement , engaging thus the two parties to be contracted to implement the strategic device of the new tourism policy called " the 2010 Vision ". &lt;/FONT&gt;&lt;/P&gt;&lt;LI&gt;&lt;FONT color=#111111 size=1&gt; &lt;/FONT&gt;&lt;STRONG&gt;&lt;FONT color=#111111 size=1&gt; &lt;STRONG&gt;Clear objectives based on figures &lt;/STRONG&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;/STRONG&gt;&lt;P&gt;&lt;FONT color=#111111 size=1&gt;The defined objectives are very ambitious both in terms of quantity and quality. "The 2010 Vision"sets itself the goal of achieving the following figures -based objectives: &lt;/FONT&gt;&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;FONT color=#111111 size=1&gt;Concerning tourist arrivals, it is planned to reach 10 million of tourists, 7 million of whom are international tourists (against 5,5.5 Million in 2005); &lt;/FONT&gt;&lt;LI&gt;&lt;FONT color=#111111 size=1&gt;As regards hotel capacity, 160.000 beds will be created (130.000 beds in sea tourist resorts and 30.000 beds in the cultural destinations of the country), putting the national capacity up to 230.000 beds; &lt;/FONT&gt;&lt;LI&gt;&lt;FONT color=#111111 size=1&gt;Investments: the volume should reach 8 to 9 billion Euros, (planning of the new sea tourist resorts, infrastructures, hotel trade and entertainment); &lt;/FONT&gt;&lt;LI&gt;&lt;FONT color=#111111 size=1&gt;Receipts: it is expected to reach 48 billion of Euros concerning receipts in foreign currency, &lt;/FONT&gt;&lt;LI&gt;&lt;FONT color=#111111 size=1&gt;Jobs: 600.000 new jobs will be created; &lt;/FONT&gt;&lt;LI&gt;&lt;FONT color=#111111 size=1&gt;Contribution of tourism to the GDP: this contribution should annually rise by 8.5%(on average), which would bring it to around 20% by the year 2010 &lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;LI&gt;&lt;FONT size=1&gt;&lt;FONT color=#111111&gt;&lt;STRONG&gt;The 2010 Vision : the six big building sites &lt;/STRONG&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;P&gt;&lt;FONT color=#111111 size=1&gt;In order to allow tourism to play fully its role as a driving force of socio economic development of the country, a great deal of measures and precise actions have been defined, with an implementation planning, follow-up and assessment operations. &lt;/FONT&gt;&lt;/P&gt;&lt;P&gt;&lt;FONT color=#111111 size=1&gt;The "2010 Vision "revolves around 6 fundamental building sites , which are real operational levers, permitting to achieve the objectives set forth in this strategy. &lt;/FONT&gt;&lt;/P&gt;&lt;P&gt;&lt;FONT color=#111111 size=1&gt;These building sites are related to the Product, Training, Air Transport, Marketing and Communication, Tourist Environment and to the Institutional Organization. &lt;BR&gt;&lt;/FONT&gt;&lt;TABLE cellSpacing=0 cellPadding=0 width=551 border=0&gt;&lt;TBODY&gt;&lt;TR&gt;&lt;TD width=385&gt;&lt;P&gt;&lt;FONT color=#111111 size=1&gt;Within the framework of 'the 2010 Vision' aiming to welcome 10 million of tourists, and concerning the building site, "Product" ,launched by Tourism Department , an action plan is in the process of being implemented currently. &lt;/FONT&gt;&lt;/P&gt;&lt;P&gt;&lt;FONT color=#111111 size=1&gt;This action plan relates obviously to both seaside resort and "Cultural" products and aims at the anticipation of the increase welcome capacity of the country through the achievement of an additional capacity of 80.000 rooms by the year &lt;/FONT&gt;&lt;/P&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;TR&gt;&lt;TD&gt;&lt;FONT color=#111111 size=1&gt;&lt;IMG height=6 alt="" src="http://www.tourisme.gov.ma/images/cadre/blocbg.gif" width=6&gt;&lt;/FONT&gt;&lt;/TD&gt;&lt;TD&gt;&lt;FONT color=#111111 size=1&gt;&lt;IMG height=6 alt="" src="http://www.tourisme.gov.ma/images/cadre/blocbc.gif" width=150&gt;&lt;/FONT&gt;&lt;/TD&gt;&lt;TD&gt;&lt;FONT color=#111111 size=1&gt;&lt;IMG height=6 alt="" src="http://www.tourisme.gov.ma/images/cadre/blocbd.gif" width=6&gt;&lt;/FONT&gt;&lt;/TD&gt;&lt;/TR&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;TABLE height=42 width=553 border=0&gt;&lt;TBODY&gt;&lt;FONT color=#111111 size=1&gt;&lt;/FONT&gt;&lt;/TBODY&gt;&lt;/TABLE&gt;&lt;FONT color=#111111 size=1&gt;2010.This capacity which is likely to ensure the visibility of Morocco destination on international markets is shared out among the national territory as follows: &lt;BR&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;  65.000 rooms in seaside destinations;&lt;BR&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;  15.000 rooms in cultural destinations.&lt;/FONT&gt;&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;&lt;FONT color=#111111 size=1&gt;The approach adopted for the creation of this additional capacity, consists of:&lt;BR&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;   The creation of suitable tourist areas of the latest generation and which meet the new trends of tourist demand; &lt;BR&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;   The recourse/resort(ing), as regards the planning and the development of these areas, to private groups selected by means of invitation to tenders on the basis of their professional and technical references in the field of planning and tourist industry and of their financial capacities for the realization of large scale projects. &lt;BR&gt;&lt;BR&gt;Tourism Department , in partnership with other Ministerial Departments concerned, has launched a set of projects : &lt;BR&gt;&lt;BR&gt;1. The "Azur Plan" which aims at the creation of six new appropriate seaside resorts /stations on six priority sites, notably: Saidia (Berkane), Lixus (Larache), Mazagan (El Haouzia, El Jadida), Mogador (Essaouira), Taghazout (Agadir) and Plage Blanche (Guelmim).The four stations among the six (ones)concerned which are, at present, conceded (under private management) to international developers are as follows : &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;   Saidia ( FADESA spanish group);; &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;   Mogador ( Belgian - French - Dutch group :Thomas &amp;amp; Piron/l'Atelier / Colbert Orco/Risma); &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;   El Haouzia (Moroccan - South African grouping: Kerzner International/SOMED/CDG/MAMDA &amp;amp; MCMA); &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;   Lixus (Belgian- Dutch group: Thomas &amp;amp; Piron/Orco). &lt;BR&gt;&lt;BR&gt;&lt;SPAN class=Style1&gt;_&lt;/SPAN&gt;The call for "manifesting interest" relating to the planning of Taghazout's station was launched on May 25, 2005 and the final selection of the developer or the recipient of the attribution ,will take place in January 2006. As far as the attribution process of the "Plage Blanche" station , it will start from 2006 onwards. &lt;BR&gt;&lt;BR&gt;2. Planning projects of tourist areas of the Aguedal (Marrakech) and Ghandouri (Tangier), whose development is ensured by Morocco Hotels and Villages (MHV), subsidiary of the Deposit and Management Office (CDG ). These projects are at an advanced stage: &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt; The planning of the area of the Aguedal is achieved, the marketing of lots provided with main services by         MHV is almost completed and the constructing work of some hotel units has started up; &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt; The fact of providing the area of Ghandouri with main services got started and the operation of lots        attribution by MHV to the operators is under way at present. &lt;BR&gt;&lt;BR&gt;At the same time as the creation of new tourist stations/areas,Tourism Department has also started the building site for the improvement of the existing destinations such as Fez , Casablanca , Agadir, Tangier, Tetouan, etc. &lt;BR&gt;&lt;BR&gt;This building site passes necessarily by the establishment of Regional Development Program (PDR) which stretches over a decade and aims at the definition of : &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;  Objectives attributed to every tourist destination (tourism nights, arrivals, capacity, guests to target etc); &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;  Requirements for strategic, public and private investments necessary for the achievement of objectives         above mentioned; &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;  Human resources necessary for the implementation of this program.&lt;BR&gt;&lt;BR&gt;These Regional Development Programs (PDR) are elaborated on the basis of in-depth studies, which are carried out in favour of Tourism Department by world known multidisciplinary consultants, and relating to the following constituents:&lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;   Marketing Positioning; &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;   Technical and financial set up of the development of areas likely to receive the additional capacities planned; &lt;BR&gt;&lt;SPAN class=Style1&gt;__&lt;/SPAN&gt;&lt;IMG height=6 src="http://www.tourisme.gov.ma/images/pictos/puce.gif" width=6&gt;   Technical, legal and financial set up of attendant measures which are necessary for the development of the destination concerned (of an urbanistic, patrimonial and promotional nature, etc). &lt;/FONT&gt;&lt;/P&gt;&lt;P&gt;&lt;FONT color=#111111 size=1&gt;These destinations, the PDR of which are in the process of being finalized, are Fez and Casablanca . The establishment process of the PDR of Agadir, Tangier and Tetouan has already started.
