There are over 300 golf courses in Spain, with Andalusia in the south of the country a particular hotspot due largely to the warm year-round climate. &lt;p&gt;&amp;bull; the E106, extending access to state health services for up to 2&amp;frac12; years after an individual ceases working.&lt;/p&gt;
&lt;p&gt;advertisementHowever, the British Embassy in Madrid advised individuals affected to buy private medical insurance.&lt;/p&gt;
&lt;p&gt;Consternation was widespread because some expats would not have budgeted for health cover before moving to Spain. But greater concern was felt by those who could not get private cover because of an established chronic &amp;shy;illness, such as heart trouble, diabetes or asthma.&lt;/p&gt;
&lt;p&gt;The situation broadly &amp;shy;paralleled that in France last year, when President Nicolas Sarkozy made private insurance mandatory for expat early retirees.&lt;/p&gt;
&lt;p&gt;The move prompted an outcry from the expatriate community, threats of legal action and diplomatic exchanges between London and Paris.&lt;/p&gt;
&lt;p&gt;Mr Sarkozy got his way in the long term, but those already in the system were allowed to continue.&lt;/p&gt;

&lt;p&gt;In addition, Valencia has deferred implementing the plan until January 15 next year. Anyone holding a health card, or SIP, due to expire before the January deadline will have it extended.&lt;/p&gt;
&lt;p&gt;Valencia in essence will be running a premium-based state medical insurance scheme for certain expat &amp;shy;categories, but without penalising sufferers with chronic diseases.&lt;/p&gt;
&lt;p&gt;The big unknown is the size of the monthly contribution, a premium by another name. However, the British Embassy said it had been assured that the sum would be &amp;quot;reasonable and affordable&amp;quot;.&lt;/p&gt;
&lt;p&gt;The embassy emphasised that expats who had other means of accessing the health system would be excluded from the new arrangements.&lt;/p&gt;
&lt;p&gt;Its statement said: &amp;quot;Anyone who renewed their SIP card before June 6, 2008 will have the full 12 months' cover until the card expires - eg, if you renewed your card or joined the scheme in May, you will have cover until May 2009.&amp;quot;&lt;/p&gt;
&lt;p&gt;The embassy said the regional government believed that about 1,600 Britons were affected.&lt;/p&gt;
&lt;p&gt;Chris Barkell, the marketing director of insurer Exeter Friendly Society, which is active in the region, was not surprised by the crackdown.&lt;/p&gt;

&lt;p&gt;Mr Solbes said the Madrid bourse had suffered an &amp;quot;earthquake&amp;quot;, crashing 27pc since the start of June. He blamed the toxic cocktail of high oil prices, the global credit crisis and the sharp slowdown in the key export markets of North America and Germany.&lt;/p&gt;
&lt;p&gt;The comments follow this week's bankruptcy of Martinsa-Fadesa, Spain's biggest corporate failure. The property developer - with an empire of housing estates, hotels, shopping malls and hotels - collapsed after failing to refinance &amp;euro;5.1bn (&amp;pound;4bn) of debts. The company's demise was a textbook story of aggressive over-expansion at the top of the cycle, driven by high debt gearing. It has &amp;euro;11bn of assets.&lt;/p&gt;
&lt;p&gt;Mr Solbes has pursued a rigorous &amp;quot;no bailout&amp;quot; policy, saying Martinsa-Fadesa took &amp;quot;excessive risks&amp;quot; and must now face the consequences. He has reportedly clashed with cabinet colleagues, who are now searching for any means to stop the downward spiral in the economy.&lt;/p&gt;
&lt;p&gt;El Pais reports that house prices crashed by 20pc in the second quarter compared with a year earlier, based on 183,000 completed transactions.&lt;/p&gt;
&lt;p&gt;The Martinsa-Fadesa collapse has sent tremors through the whole property and construction sector. The share price of giant developer Sacyr has halved over the past month.&lt;/p&gt;
&lt;p&gt;The two banks with most exposure to the Martinsa-Fadesa are Caja Madrid, at &amp;euro;900m, and Banco Popular, at &amp;euro;400m.&lt;/p&gt;
&lt;p&gt;Goldman Sachs has issued &amp;quot;sell&amp;quot; recommendations on a clutch of Spanish banks, including Bankinter, Banco Popular and Banco Sabadell, warning that the sharp turn in the credit cycle could prove worse than the recession in the early 1990s. &amp;quot;The consumer is more leveraged today than in any of the previous cycles,&amp;quot; it said.&lt;/p&gt;
&lt;p&gt;The ratings agency Standard &amp;amp; Poor's has not yet taken a decision on whether to downgrade Banco Popular and Caja Madrid.&lt;/p&gt;
&lt;p&gt;In reality, this is unlikely to be the worst economic crisis in Spain's history. Philip II defaulted on his sovereign debts three times in the 16th century after he bankrupted the Spanish Empire to pay for his Counter-Reformation wars against Protestants. He crippled the Italian banking system in the process - much to the benefit of London and Amsterdam.&lt;/p&gt;

&lt;p&gt;In the 2008 edition of Jones Lang LaSalle&amp;rsquo;s Global Real Estate Transparency Index, which measures corruption in real estate sectors worldwide, Spain has risen two place from 18th in 2006 to 16th today. As a result, Spain is now rated 10th in Europe, and 16th in a world ranking of 82 real estate markets.&lt;/p&gt;
&lt;p&gt;Corruption is not the only variable measured by the index, which also takes into account other factors such as legal frameworks, respect for private property, levels of professionalism, and the availability of reliable market statistics. The improved availability of information, plus greater professionalism in the Spanish property sector lie behind Spain&amp;rsquo;s rise in the rankings.&lt;/p&gt;
&lt;p&gt;The Index, which Jones Lang LaSalle says provides a rigorous framework for comparing the level of real estate transparency across world markets, shows that nearly half of the countries surveyed in 2006 demonstrated a significant improvement in their transparency score two years later.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Transparency levels globally are improving as governments seek to streamline regulatory and legal hurdles to aid cross-border movement of capital and corporate facilities,&amp;rdquo; says a press release from Jones Lang LaSalle. &amp;ldquo;Only Venezuela posted a lower transparency score this year compared with 2006, principally due to changes in government regulations and new taxation policies targeting foreign investors.&amp;rdquo; In keeping with historical results, Anglo-Saxon real estate markets remain the most transparent in the world. Top of the ranking are Canada, Australia, the US, New Zealand, and the UK, in that order.&lt;/p&gt;

&lt;p&gt;According to Jose Luis Hernandez, tourism councillor of Marbella, the PR initiative is one of the three-part Marbella Tourist Marketing plan being developed over four years. The other two components of this strategy centre around improving quality of build and services offered in the region.&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;To win the bid, worth &amp;euro;2.4million in total, the selected PR agency must devise a communications strategy outlining how they would plan to give the region widespread coverage internationally to promote the city&amp;rsquo;s brand and hit back at inaccurate media reports in the world&amp;rsquo;s press.&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;The company would also &amp;ldquo;elaborate and supervise&amp;rdquo; all city-related press releases, articles, features, statements and interviews and assume the proposal, design, spreading and public relations for events and advertising and marketing campaigns. Additionally the agency must support the organisation of seminars, congresses, symposiums and press trips for relevant media.&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;Hernandez added that to make the final stages of the tendering process, all communication agencies applying must be &amp;ldquo;well established nationwide or, if possible, internationally&amp;rdquo; and that the scheme is being funded, in equal parts, by the City Council Tourism Department and the Tourist Plan subvention.&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;One of the PR agencies heavily involved in the initial consultation phase of the communication plan was PR firm Max Clifford Associates. The firm&amp;rsquo;s director and namesake told OPP that his company would not be tendering for the contract as, to have a real impact, it should have been done before its property market suffered a steep decline.&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;&amp;ldquo;They [Marbella council] invited me last October to discuss this proposal and said that they wanted to get me involved,&amp;rdquo; explained Clifford. &amp;ldquo;I knew what was going wrong. I suggested organising some positive media coverage involving a documentary we were going to make with Simon Cowell and other celebrities that were going to buy out there.&amp;rdquo;&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;Clifford, who owns a property in the region, said that six months after the initial consultation phase, a spokesperson told him that it is a great idea but no one wanted to pay for it.&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;&amp;ldquo;They were serious about it then, but I explained that the longer you leave it the harder it will be to correct. Fixing this will be difficult but not impossible. If there is a good PR company that uses stars and media outlets to promote the area, educate the travel and property writers and stop programmes like Marbella Belles that were so horrendously damaging, then they can stop the negative perception abroad.&amp;rdquo;&lt;/p&gt;&lt;br/&gt;

&lt;p&gt;The developers accuse Greenpeace of unduly scaring buyers by publishing doctored photos showing the expected effects of rising sea levels on the La Manga strip. The pictures suggest that much of the La Manga strip will be under water if sea levels rise by 0.5 metres, which Greenpeace argues is an &amp;ldquo;optimistic and conservative&amp;rdquo; scenario if steps are not taken to head off global warming.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Greenpeace has manipulated the expected rise, of half a meter, to create alarm,&amp;rdquo; says Jose Angel Abad, the lawyer representing the developers. &amp;ldquo;They have sunk the property market: nobody is buying, and everyone is trying to sell.&amp;rdquo; The developers are threatening to sue Greenpeace for hundreds of millions of Euros if Greenpeace does not agree to their demands for compensation.&lt;/p&gt;
&lt;p&gt;Greenpeace argues that the developers are trying to blame Greenpeace for a collapse in the market brought about by their own speculative greed.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;This is unacceptable blackmail,&amp;rdquo; says Juan L&amp;oacute;pez de Uralde, managing director of Greenpeace in Spain. &amp;ldquo;They are trying to make Greenpeace pay the consequences for the damage they have wrought on La Manga. Be in no doubt that we will not be intimidated by this kind of despicable behaviour.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Greenpeace originally published the photos in November 2007 in a book called Photoclima, showing the potentially devastating effects of global warming and rising sea levels on the Spanish coast. The flooding scenarios are based on a study by Spain&amp;rsquo;s ministry of the environment and the University of Castilla-La Mancha, involving several experts from the Intergovernmental Panel on Climate Change.&lt;/p&gt;
&lt;p&gt;Along with the La Manga Strip of the Mar Menor, other Spanish coastal areas at risk of flooding from rising sea levels include the Ebro River Delta, Cabo de Gata in Almeria, and large parts of the Costa de la Luz.&lt;/p&gt;
