There are no restrictions on foreigners buying property in Germany and foreigners can obtain mortgages in Germany.
In theory there is no reason why foreigners should be able to get a mortgage in Germany very easily, but in practice it isn't actually all that easy. Two German banks which have reportedly provided mortgages to foreigners are Deutschbank and the Bank of Dresden, but according to recent reports obtaining mortgages from them has become increasingly difficult.
