Qualifying foreign nationals can freely own property in Russia. Strict international standards are applied to Russian banking laws and a wide variety of banks offer modern mortgage facilities to all nationalities
There are no restrictions on foreigners buying property in Russia and foreigners can obtain mortgages in Russia.
Below an outline of the mortgage situation in Russia.
DeltaBank has an excellent website allowing you to apply for a mortgage very easily. It offers 6 bands of mortgages, 3 in US dollars and 3 in rubles, obviously foreigners will usually go for the one in Dollars. Raiffeisen is another Russian bank to offer mortgages to foreigners, although it does state that citizenship is needed to get one, it is unclear if RVP status would be sufficient, but people posting on forums say that they have gotten mortgages through the bank with RVP status.

DeltaBank offers three different US Dollar mortgages. DeltaStandart, DeltaVariant and DeltaInvest, the interest rates are as follows:
Fixed interest rate
Income statement in the form of NDFL certified by the employer
Income statement in the form of bank certified by the employer
Adjustable rate mortgage, related with the 12-month interest rate LIBOR.
LIBOR (London Interbank Offered Rate) — average of the interest rate on interbank loans on international market.
While the Raiffeisen mortgages require citizenship it is worth mentioning that its rates are slightly better. Russian mortgages have a minimum loan amount of around 20,000 USD and a maximum of 400,000 – 600,000 USD, and will expect at least a 30% down payment, as well as insurance of the property and the borrower.
