DeltaBank has an excellent website allowing you to apply for a mortgage very easily. It offers 6 bands of mortgages, 3 in US dollars and 3 in rubles, obviously foreigners will usually go for the one in Dollars. Raiffeisen is another Russian bank to offer mortgages to foreigners, although it does state that citizenship is needed to get one, it is unclear if RVP status would be sufficient, but people posting on forums say that they have gotten mortgages through the bank with RVP status.

While the Raiffeisen mortgages require citizenship it is worth mentioning that its rates are slightly better. Russian mortgages have a minimum loan amount of around 20,000 USD and a maximum of 400,000 – 600,000 USD, and will expect at least a 30% down payment, as well as insurance of the property and the borrower.
